Higher Education Internationalisation Good Practice Guide and Capability Framework Released

The Australian Government Department of Education has recently released two resources for the international education sector:

  • Good Practice Guide for Enhancing Internationalisation of Higher Education
  • Higher Education Internationalisation Capability Framework

These evidence-based resources have been developed as part of the Australia-Vietnam Enhanced Economic Engagement Strategy (EEES) – Internationalisation of Higher Education project. The project led by Deakin University is funded by the Australian Government Department of Education and co-hosted with Vietnam’s Ministry of Education and Training (MOET).

The team at Deakin was engaged in developing these resources, including Ly Tran, John Molony, Diep Nguyen, Huyen Bui, Thu Nguyen Vo, John Bolton, Bardo Fraunholz, and Angela Puskic.

The Good Practice Guide and Capability Framework are unique resources created through collaboration, bringing together researchers, leaders, and professional staff with hands-on experience in international education. Typically, resources in international education are developed by either researchers or practitioners, but these were created through a collaborative effort.

Higher Education Internationalisation Capability Framework

The Capability Framework is designed to support the development of internationalisation capabilities in higher education for staff, students, alumni, institutions, and various external stakeholders. It guides the development of strategic and operational internationalisation plans, priorities, and actions.

The Framework can serve as a benchmark for considering the current strategies and practices of internationalisation in higher education in any country.

To the best of our knowledge, the Higher Education Internationalisation Capability Framework is the first resource globally that outlines the essential capabilities for internationalising higher education across key areas such as curriculum, teaching and learning; research; transnational education (TNE); and student and staff mobilities.

The Capability Framework was developed based on the research and operational experiences of the team over the past three decades. It complements the Good Practice Guide for Enhancing Internationalisation of Higher Education.

Good Practice Guide for Enhancing Internationalisation of Higher Education

The Good Practice Guide is designed to assist academic and professional staff across universities, professional organisations, government, and non-government organisations in enhancing their capabilities and practices in internationalising higher education.

The Guide offers guiding strategies aimed at supporting universities in developing and implementing internationalisation across the following six key areas:

  • Developing institutional plan and engaging leaders and staff in internationalisation
  • Curriculum, teaching and learning
  • Research
  • Transnational education (TNE)
  • International student mobility
  • Outbound student and staff mobility

The Guide introduces new concepts of internationalisation of higher education and transnational education, reflecting the evolving shifts and new developments in the sector over the past few years.

Each section of the Guide focuses on a dimension of internationalisation and includes guiding principles, followed by specific strategies that can be implemented by institutions and supported examples of good practice and case studies.
