The detail of what higher education providers must report annually to TEQSA about their offshore delivery has now been set, with a new legislative instrument specifying the information providers will need to supply.
The Tertiary Education Quality and Standards Agency (Offshore Course Reporting) Instrument 2026 details what must be included in the annual report.
Providers will be required to report, for each offshore course and location, information including:
- the course name and AQF level
- whether the course leads to an award offered or conferred by another entity
- the country and city where the course is delivered
- student enrolments by headcount
- the standard duration of the course and the component delivered offshore
- the name of any other entity involved in curriculum, teaching or learning support
- the name of any entity with ownership of the offshore premises.
Providers must submit the information to TEQSA in a spreadsheet through a secure upload link, or another method approved by TEQSA, by 31 October 2026.
Amendments were made to the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act) in December last year, requiring providers to:
- receive authorisation from TEQSA to provide Australian courses of study offshore
- notify TEQSA of any new or changed offshore course provision arrangements
- provide an annual information report to TEQSA regarding courses of study provided offshore.
